8. CONSENT:

A. Approval of Minutes of the regular meeting May 16, 2016. (CCD)

B. Adopt a Resolution authorizing and directing the City Manager to submit an Arkansas Trails for Life reimbursable grant application to the Arkansas Department of Parks & Tourism (ADP&T) Outdoor Recreation Grants Program to extend the Nix Creek Walking Trail System. (PWD)

C. Adopt a Resolution granting permission to the Texarkana, Arkansas Parks and Recreation Department to hold a USSSA Softball Showcase on June 24, 2016 through June 26, 2016 from 6:00 AM until 12:00 midnight. (PWD)

D. Adopt a Resolution authorizing the City Manager to execute a water supply contract with Southwest Arkansas Water District to purchase and activate for use, 35.0176 million gallons of water per day of Millwood Lake water storage space. (Admin/TWU)

E. Adopt a Resolution authorizing the City Manager to execute a water supply contract with Southwest Arkansas Water District to purchase and activate for use, 99.8 million gallons of water per day of Millwood Lake water storage space. (Admin/TWU)

9. Consider the following action concerning the 2016 Byrne Justice Assistance Grant Program:
A.
Conduct a Public Hearing to allow citizen input regarding the use of Byrne Justice Assistance Grant Program monies for the Texarkana, Arkansas Police Department.
B.
Adopt a Resolution granting permission to submit the 2016 application and further authorizing the City Manager to execute a Memorandum of Understanding (MOU) Interlocal Agreement with Miller County, regarding the Byrne Justice Assistance Grant (JAG-yearly grant). (TAPD)

10. Citizen Communication [Agenda Item Card and Citizens’ Communication Card]

A limit of five (5) minutes per subject is allotted for any person to express a written or oral viewpoint, grievance or other message to the Board of Directors, with a maximum of fifty (50) minutes allotted for citizen communications.  No advance permission is required, but persons wishing to address the Board are requested to fill out a “blue” card listing the subject to be addressed and hand it to the City Clerk upon arrival.  Citizen’s communications will be immediately following the Regular Agenda items on each agenda.
