But all the 19 states want to stay in Daylight Savings Time and to do that congress would have to repeal the Uniform Time Act of 1966.

According to the Department of Transportation,

Under the Uniform Time Act, States may choose to exempt themselves from observing Daylight Saving Time by State law. States do not have the authority to choose to be on permanent Daylight Saving Time.

You know the saying It'll take an act of Congress to do something? Meaning don't hold your breath, well this looks like that right now and all of these bills are dead in the water until Congress gets rid of the Uniform Time Act.
