Warning: Sex Offender Released
The Hempstead County Sheriff’s Office has been notified that A LEVEL 3 SEX OFFENDER, John West, a 38-year-old Caucasian male, was released today, Monday May 6, 2019 to Hempstead County.
West was convicted of rape in 1996 on October 7 for having sexual contact with a 4-year-old female living in his home according to documentation. Medical records report physical evidence of sexual contact.
West was Arrested by Hope Police on 4/26/19 for Disorderly Conduct and transported to a Hospital in Little Rock for evaluation. He listed himself as homeless in Little Rock, Arkansas at the time of his arrest.
A LEVEL 3 Sex Offense is a high level. And although John West's name hasn't appeared on the Hempstead County's Sex Offender List, according to the website, these individuals usually have histories of repeated sexual offenses, and/or strong antisocial, violent or predatory personality characteristics. Sexual compulsions are likely to be present, but may be kept under control when relapse prevention plans are followed and treatment is continued. The offense patterns of these individuals reflect a relatively high probability of re-offense and/or a risk of substantial injury to victims should re-offense occur.
