With all of the cold weather that we have had in Texarkana, we keep our dogs in our garage with a heater to keep them warm.

Being a dog owner I always want to make sure they are out of the weather, but some folks are not so kind and leave their dogs out in the cold and the rain. But if you live in the city limits of Texarkana, Texas, and Arkansas you need to know this for sure.

It is illegal to have a dog tied up in Texarkana. The actual law from animallawinfo.com reads as follows:

Owner may not leave a dog outside and unattended by use of a restraint that unreasonably limits the dog's movement during certain times of day or during extreme weather

A restraint unreasonably limits a dog's movement if the restraint is a length shorter than the greater of 5x the length of the dog or 10 feet.
Also if it s in an unsafe condition or causes injury to the dog.
Law does not apply to running line, pulley, or trolley system if the collar meets requirements.

Violation is a Class C misdemeanor,  or Class B misdemeanor if previously convicted. The big thing to see in this law is the tying of the dog to a stationary object, like a pole or a tree. If your dog is tied up using a 'trolley' system or a 'running line' you are ok as long as your collar meets the requiremtns.
